Birmingham mayor, school superintendent agree on need for tax increase for schools | al.com - Birmingham Mayor William Bell came out in support today of a proposal for a property tax increase for city schools. Birmingham school Superintendent Craig Witherspoon today presented to the Birmingham City Council the plan to seek a 3 mill property tax increase to raise $9 million a year for city school initiatives. -The increase would mean the owner would pay about $15 more annually for a house valued at $50,000, officials said.
