UPDATED: Tropical Storm Debby becomes stationary in Gulf | Panama City News Herald - The National Weather service said Bay County saw 2 inches of rain so far and the current forecast calls for Tropical Storm Debby to hover over Florida until Thursday afternoon. If the forecast stays consistent, the highest winds, at 70 mph, would occur in Bay County after sundown Wednesday and continue through Thursday morning. - A Category 1 hurricane has sustained winds of at least 74 mph. Debby could dump up to 18 inches of rain on Bay County this week before it finally moves out, forecasters said.
