Have you noticed ..?? Looks like Chester has thrown his Personnel Agenda Board
under the bus .. [Atn. Mr. Michael West - City Manager ] ..
Chester has Flopped and now Flipped on his 'so called' Investigation he started and orchestrated in January to Remove Chief John White.
He played with Gary Griffin like a toy using him to trash Chief White's good name
and destroy the Dothan Police Dept.

Chester enlisted Griffin in early 2004 as his personal caddie to carry out Chester's
personal and only agenda for the last 7 years. The Revenge and hatred towards
Chief White for enforcing laws that effected his Dad and buddies.[ FBI Investigation].

Now .. Chester has been told by one of his buddies that the Personnel Board's
Investigation is killing him politically.[ for his re-election bid for Mayor]
So now Chester wants The investigation over with and the Personnel Board's
authority re-done.

CHESTER LED VOTES AND INVESTIGATION
Surely the people of Dothan know that Chester led the votes of 4 other
commissioners all year to keep voting to pay for this Illegal investigation ..
[ close to 100 thousand dollars by now .]

Chester orchestrated and led the Personnel Board's Illegal Investigation..
Chester was Enraged and Engaged by Jim Smith in December 2003 when Smith
resigned with his racial and vicious letters falsely accusing Chief White and
the Dothan PD ..
Chester and Jim Smith both joined with a common goal - Remove Police Chief White.

Chester knew The 'so called' Investigation was harming Chief White's good name ..
But now Chief has announced his retirement .. 31 years of wonderful service
and leadership ..
His name trashed by Chester and his Personnel Agenda Board .
[It will soon cost them mucho grande].

So Chester sees no need to continue this illegal investigation .. Nov. 2004
Chief is leaving and a Police Dept.has been trashed and members called racists
by Chester's Personnel Agenda Board and his caddie - Gary Griffin .. who himself
sure seems to be an expert on racism. Defamimg and Shaming The Police Dept.

His personal vendetta and agenda with a few others on the Personnel Board is
obviuos to most. No doubt .. It will soon costs them all mucho grande.

Now the Light - The Truth has been shined on their motives of darkness .. and the
rats led by Chief Rat Chester are jumping ship. Chester has used him up and
thrown Gary Griffin and his Personnel Agenda Board under the bus ..
Gary Griffin has been used as a toy by Chester and Jim Smith.

Sally Buchanan engaged Mike Tew with her lies about Chief White and he
willingly led The Citizens Supervisory Committee with an obvious agenda ..
Ordering an illegal investigation.
All joined with the common goal to remove Chief White. And of course if
nothing works You can always accuse someone of being a racist .. when all else fails.

7. Mr. Mike Tew, On April 2, 2004, you made a televised statement to a reporter from WTVY that it was the purpose of the "investigation" to "clear the innocent" and "charge the guilty." Who do you believe is guilty and of what charge?

8. Mr. Mike Tew, How many times have you spoken to or discussed with Ms. Buchanan and/or Denise Smith their complaint or circumstances "surrounding the resignation of Jim Smith?"

10. Mr. Mike Tew, When was the first time you spoke to Mayor Sowell regarding the "investigation?"

15. Mr. Gary Griffin, When Captain Givens and his attorney met with you and Mr. Segrest on March 12, 2004, what is the credible evidence Mr. Segrest assured Givens the Board possessed that would prove Chief White cloned pagers?

16. Mr. Gary Griffin, On what date did Mayor Sowell inform you that he had the proof needed to get rid of Chief White?

17. Mr. Gary Griffin, Who do you believe to be the "target" of the investigation?

18. Mr. Gary Griffin, Who specifically recommended that you secure Mr. Segrest as the Board’s counsel?

19. Mr. Gary Griffin, Did you meet with Mr. Segrest and/or provide him with any records or documents prior to the Board’s vote to retain his firm?

21. Mr. Gary Griffin, Who made the suggestion that some police employees be "invited" to submit to polygraph exams at Mr. Segrest’s office?

22. Also, whose recommendation dictated that very little advance notice of the invitation or exam be given to the intended subjects?

23. Mr. Gary Griffin, Did you or Mr. Segrest or both of you meet with Mayor Sowell at Mr. Segrest’s office on Wednesday, March 31, 2004, at 1:30pm? Was Chief White a topic in any part of the discussion?

24. Mr. Gary Griffin, Was the topic of discussion during the Mayor’s visit a request from the Mayor to investigate new allegations that he wanted included?

Mr. Gary Griffin, According to the minutes of the February 9, 2004, Personnel Board meeting, you stated that by way of a "courtesy copy" you had, by letter, notified your fellow board members, the Personnel Director, the City Commission, and the City Manager of an outline of the scope of the "investigation" of the Police Department. Why was the department head, Chief White, not notified and upon who’s direction or suggestion?

26. Mr. Griffin, in your televised comments following the Committee meeting on April 29, 2004, you made reference to an official sitting in a high position advising employees to not cooperate with the board’s investigation and that you had been told that by employees. Who is the employee(s) that told you? And, please identify the high-ranking official.

27. In the same televised comments as above (26), you made the statement "You can run but you can’t hide." Who do you think is running and trying to hide? Also, who advised you that the retrieval of information from the city’s computer system is illegal?

28. Mayor Chester Sowell, Who were you talking to at Deli & Delites restaurant during lunch on Wednesday, February 25, 2004, when you were overheard saying, "John won’t be there long, we’ll be getting rid of him soon, it won’t be long"?

29. Mayor Chester Sowell, Who did you tell that you along with three commissioners planned to seek Chief White’s removal on Tuesday, February 24, 2004?

30. Mayor Chester Sowell, Who did you tell of the Chief’s pending removal on or prior to Friday, February 20, 2004?

33. Mayor Chester Sowell, How soon after your meeting with Jim Smith did you instruct your secretary Ms. Hughes to send you the pager message on February 02, 2004, that two retired captains would like to meet with you regarding John White and the Dothan Police Department?

51. Chief Jim Smith, Did you ask for a grant of immunity from prosecution when contacted by Special Agents of the FBI?

52. Chief Jim Smith, Did you ultimately submit to an FBI request for interview regarding your allegations against Chief White?

56. Ms. Sally Buchanan, You’ve told your co-workers at Wallace College that, "I got John White, I did my homework", How have you got Chief White and where is your homework?

57. Open hypothetical question to everyone: If you were a classified city employee who enjoyed a property interest in your employment thus affording you due process rights when disciplined, full benefits and 19 ½ years in a 25 year retirement which vested at 10 years, earning $55,000 to $60,000 per year, and you weren’t guilty of a department head’s allegations, would you have resigned?

THE FBI .. ATTORNEY GENERAL SHOULD FILE CHARGES AGAINST CHESTER ..
Chester has used his Public Office to try and remove a Public Official using Public
funds to iilegally fund his investigation .. to get Revenge toward Chief White and the
Dothan Police Dept.
Chester is GUILTY OF OBSTRUCTING JUSTICE .. Charges should have already been filed .

When will The FBI .. US Attorney or Attorney General's Office Investigate ??
Maybe They will .. If You and I contact them ..
That would be a Legit Investigation and The Rats woulld really be fleeing [ under oath].

Comissioner Thomas voted against the funding of Chester's Personnel Agenda Board's
Illegal Investigation .. all year long in 2004 joined by Comiss. Tidwell.

HOLD MAYOR AND THOSE COMISS. RESPONSIBLE
I believe it's past time to hold Chester and those commissioners who voted to pay for this Illegal investigation responsible and accountable.
They WILL PAY on election day and should pay before .. Re-Imbursing the city for all legal fees including those in the Dothan PD who have been Molested by Chester's Revenge.

Chester and the commission's illegal funding is the same as supplying dope to a drug dealer .. or a paying for a gun for a killer. You made it all possible.
Names and families in the Dothan Police Department have been trashed and their "Good Name" destroyed because they were fulfilling an oath - to uphold the law .. Regardless .

CITY MGR ASKED TO STOP HUGE POLITICAL PROBLEM
The Commission led by Pat Thomas and even Chester The Wrecker are now asking the new City Manager Mr. Michael West to find an end to this obvious Illegal Investigation by The Personnel Agenda Board .. It has Become a Huge Political Problem.
It's Too Late .. The Destruction has already been done to many lives .. their families and their "Good Name."
Many know the facts and hope Mr. West will end Chester's Illegal Investigation using The Personnel Board to destroy Chief White and his Police Dept. Mr. West should also contact Federal and State authorities and ask them to investigate the mis-use of Public Funds to pay for this Illegal Investigation.

Money seems to be the reason for wanting to end it. Plus the HUGE Political Fallout. The reason should be because it's been so deadly to our city and Police Dept ..
It's been Dishonest and Destructive for so many. The Commission and mayor owe
the Police Dept. and the people of Dothan a huge apology for allowing this vicious attack. Especially on Chief White .. Most of The Commissioners and Mayor have Disgraced Our Hometown ..
The People will Hold you Responsible .. I promise they will.

We are still waiting for Comiss. Clements to apologize [ from his and Chester's Sandbox]
to Chief White [on the Front page] for his Childish attack and false accusations.
We all know Chester will have to go under oath - to tell the truth .. with Perjury
knocking on the door.
The verdict will be loud and clear .. and 100 thousand will seem like small change.

this Personnel Board's Illegal Investigation.
