It means new layers of paperwork for individuals and businesses seeking licenses to operate in the city.

The governor can't sweet-talk nervous business interests out of one side of his mouth while whispering red meat rhetoric out of the other. Alabama has worked hard to shed its intolerant, backwoods image. That work has been shot full of holes with this immigration law. It should be repealed.
